North Yorkshire Police have responded to an open letter from a York resident calling for stronger action to tackle a rise in anti-social behaviour.
Shaun Anderson, from Haxby, spoke out about a series of disturbing incidents he has witnessed in recent months. After going public with his concerns, he said he was threatened with being “slashed” by one of the individuals involved.
Police have personally responded to Shaun, confirming that each of his concerns are being investigated. They also urged the wider community to continue reporting any instances of anti-social behaviour.
As YorkMix previously reported, on 28 July, Shaun sent his letter to North Yorkshire Police and his local MP, Luke Charters, following two particularly troubling incidents that occurred within hours of each other.
Earlier that day, a group of youths entered a local coffee shop, harassing staff, throwing chairs at the wall, and verbally abusing the manager.
Later, while Shaun was at the Tipsy Fox off-licence, he witnessed another group ride bikes into the shop and shout at a young female staff member who was pleading with them to leave.
In his letter, Shaun called for an increased police presence in Haxby and requested clear guidance on what residents can legally do when witnessing such behaviour.
He warned that without immediate intervention, “something very serious could take place.”
Police response
In a direct and personal response, Police Sergeant Andrew Richards hand-delivered a letter to Shaun, addressing his concerns.
Sergeant Richards apologised for the incidents and said he was “fully aware” of the challenges currently affecting Haxby.
He addressed each of the four incidents raised in Shaun’s letter, including reports of theft, harassment, intimidation, vandalism, and verbal abuse, stating:
“There are some issues which we as the police will be able to fix and others we may find more challenging. In relation to the incidents you have reported, I can provide you some reassurance that I have looked at each of these personally and can provide you with the following updates.”
He further explained each of the police responses and how the situations had been dealt with by the force.
Sergeant Richards outlined the police response to each case and described steps being taken to resolve them. He also acknowledged concerns about youths riding electric motorbikes in the area:
“I am in the process of writing a targeted activity plan for my officers in an attempt to solve this issue and provide a visible presence to deter the problems you have raised.”
He added that he was doing everything possible to improve the quality of life for Haxby residents.
Increased patrols
On 5 August, North Yorkshire Police shared a Facebook update confirming increased police activity in Haxby, including foot and marked vehicle patrols in response to the recent rise in anti-social behaviour.
A police spokesperson said:
“We spoke to local businesses and local residents offering reassurance and giving suitable advice. It was lovely to see so many friendly faces. We paid particular attention to areas known for ASB and shop theft.”
In the comments, some local residents suggested bringing back community police stations or police houses to help improve visibility and response.

Since March 2025, I have personally reported four separate incidents to North Yorkshire Police:
• Theft from local shops
• Harassment and intimidation of elderly residents
• Vandalism — including repeated damage to outdoor seating at Costa Coffee
• Profane verbal abuse of adults who attempt to intervene, including slurs such as “pedo”
Despite repeated reporting, police do not always respond. When they do, the youths often clear off before officers arrive, rendering the response ineffective. A visible and constant police presence in Haxby is now essential to restore order and prevent escalation.
Worryingly, the individuals involved appear increasingly emboldened. Just last night, a young person proudly admitted to having been arrested three times for shoplifting. This raises a very real concern: how long before this behaviour escalates to knife crime or more serious violence?
This is not an isolated concern. Local media has repeatedly reported similar incidents.
I am now publicly calling for:
North Yorkshire Police to issue a formal public response and clarify what action is being taken, including whether a dedicated neighbourhood presence will return to Haxby.
Mr Luke Charters MP to confirm what steps he is taking to support this community and advocate for policy responses that deal seriously with youth crime.
Finally, I would like both the police and the MP to publicly clarify:
What legal rights and protections do adults have when they are threatened, harassed, or assaulted by minors? What steps can a resident legally take if they are abused in public or feel unsafe intervening when youths commit a crime?
This letter is not simply a complaint — it is a demand for accountability and a call for urgent, visible action. The people of Haxby deserve a clear plan, not continued silence.

I am very sorry to hear of the experiences you and the other residents are having, and I am fully aware of the issues that Haxby faces. There are some issues which we as the police will be able to fix and others we may find more challenging. In relation to the incidents you have reported, I can provide you some reassurance that I have looked at each of these personally and can provide you with the following updates:
28032025-0315 – PC 299 attended the area and confirmed with the store that no offences had taken place on this occasion, based on this, any further police attention was called off.
08042025-0164 – This call was to report youths riding bikes wearing puffa jackets, and you had a belief that they would be out to commit theft. PCSO 3567 attended the area within 9 minutes of your call and conducted an area search for the youths. He also called in at both of the shopping areas and spoke to the businesses, confirming that no offences had taken place.
25052025-0317 – This was closed by the call taker due to the fact that the stores in question made no complaint (that I can find). Officers did not attend the area, due to staffing and call demand. I have tasked the local PCSO to follow this up to review any missed opportunities.
28072025-0444 – PC 1258 attended the area and located the suspect that you named. Unfortunately, the elderly gentleman could not be located to provide a complaint to the police, and as such no criminal proceedings could be brought, however the youths were directed to leave the area, which they did.
I am also aware that Haxby, like other areas of the city is also being plagued with youths on High powered electric motorbikes. I am in the process of writing a targeted activity plan for my officers in an attempt to solve this issue, and provide a visible presence to deter the issues you have raised in your reports to us. I completely agree with your assessment of the Anti-Social Behaviour issues in your area. Please rest assured that I am doing everything in my power and using all of my limited resources to try and improve the quality of life of the residents of Haxby.
I would encourage you to continue to report any issues you see to the us; I can assure you that these issues are taken seriously. If you have any ability to take photographs or video of any incidents in the future that would be very useful. I would encourage you to always try not to become involved in the situation.
